Obama Delivers on Tax Cut Promises as Increases for Rich Blocked

April 17 (Bloomberg) -- President Barack Obama
campaigned in 2008 on tax cuts for most Americans
and tax increases for the fortunate few. He has
delivered on the breaks and, for the most part, been
unable to follow through on attempts to raise taxes. Obama turned his call for middle-income tax breaks
into law within a month of taking office, incorporating

a $400-a-person tax credit for workers into the 2009
stimulus law. In late 2010, with the economy still
weak and Republicans gaining political clout, Obama
agreed to an $858 billion tax cut that extended all of the George W. Bush-era tax cuts for two years. "The tax policy has been substantially in the
conservative direction whereas the rhetoric has gone
in the exact opposite direction," said Don Susswein, a
tax aide to former Republican Senator Bob Dole who
said he supported Obama in 2008. Today, as Americans reach the fourth annual tax-filing
deadline since Obama became president, they are
encountering a tax system that relies on the
architecture he inherited from Bush. On top of that
regime, Obama has added a series of targeted tax
breaks for small businesses, college students and low-income families, along with some tax increases
for top earners to finance the expansion of health
insurance coverage. 'Not Hugely Different' "The tax system is not hugely different from what it
was in 2008," said Leonard Burman, a professor at
Syracuse University in New York who worked in the
Treasury Department under President Bill Clinton.

"The
tax system is still too complicated, still unfair and still
doesn't raise enough money to pay for the government." The recession and Obama's tax cuts pushed federal
revenue as a share of the economy to a 60-year low.
Income tax rates haven't changed. The estate tax
affects fewer people and at a lower rate than when
Obama took office. Workers' payroll taxes were
reduced during 2011 and 2012. Many of the major tax provisions of the 2010 health
law haven't taken effect. Tax credits to help people
purchase health insurance begin in 2014 and tax
increases on the wages and investment income of the
highest earners start in 2013. "The president has been very successful in following
through on the promises that he made in the
campaign," said Jason Furman, who advised Obama
during the campaign and is now deputy director of the
National Economic Council. "The core promise was that
he wasn't going to raise taxes on middle-class families." Top Earners During the campaign, Obama made a distinction
between the majority of taxpayers and top earners --
who he defined as individuals making more than
$200,000 a year and married couples making more
than $250,000. "I can make a firm pledge: Under my plan, no family
making less than $250,000 a year will see any form of
tax increase -- not your income tax, not your payroll
tax, not your capital gains taxes, not any of your
taxes," he said in a Sept. 12, 2008, speech in Dover,
New Hampshire. Still, Obama has signed bills -- particularly the health
care law -- that raised taxes paid by some people who
earn less than $250,000 a year. The 2010 health law included a new 10 percent excise
tax on indoor tanning, a higher threshold for
taxpayers to itemize the medical expense deduction
and limits on using tax-advantaged accounts for over-
the-counter drugs. The law eventually will require
taxes for high-cost health insurance plans and impose a penalty on people who don't purchase insurance. 'Didn't Keep His Word' "He didn't keep his word on that," said Grover
Norquist, the anti-tax activist, who maintains a list of
Obama-backed tax increases for middle-income
households on the website of his group, Americans
for Tax Reform. "I'm sure he told the truth somewhere
and we missed it." Austan Goolsbee, who advised Obama during the
campaign and in the White House, cautioned against
singling out a portion of the health care law.

Space shuttle Discovery poised for finaltakeoff


CAPE CANAVERAL, Fla. (AP) — It's departure day for
space shuttle Discovery. At daybreak Tuesday, NASA's oldest and most
traveled shuttle will take off from Florida's Kennedy
Space Center for Washington aboard a modified jumbo
jet. It's set to become a museum piece at the
Smithsonian Institution. Weather permitting, the jet and shuttle will fly south
down the Cape Canaveral beach for everyone to see,
before turning north. A low flyover also is planned
once they reach Washington. Discovery is the first of the three retired space
shuttles to head to a museum. It will go on display at
Dulles International Airport in Virginia, taking the
place of the shuttle prototype Enterprise. The
Enterprise will shuffle off to New York City. Endeavour will head to Los Angeles this fall. Atlantis
will remain at Kennedy.

Norway killer: 'I would have done itagain'


OSLO, Norway (AP) — Anders Behring Breivik on
Tuesday defended his massacre of 77 people, insisting
he would do it again and calling the bomb-and-
shooting rampage the most "spectacular" attack by a
nationalist militant since World War II. Reading a prepared statement in court, the anti-
Muslim extremist lashed out at Norwegian and
European governments for embracing immigration
and multiculturalism. He claimed to be speaking as a commander of an
"anti-communist" resistance movement and an anti-
Islam militant group he called the Knights Templar.
Prosecutors have said the group does not exist. Maintaining he acted out of "goodness not evil" to
prevent a wider civil war, Breivik vowed, "I would
have done it again." Breivik has five days to explain why he set off a bomb
in Oslo's government district, killing eight, and then
gunned down 69 at a Labor Party youth camp outside
the Norwegian capital. He denies criminal guilt saying
he was acting in self-defense. "The attacks on July 22 were a preventive strike. I
acted in self-defense on behalf of my people, my city,
my country," he said as he finished his statement
Tuesday. "I therefore demand to be found innocent of
the present charges." Breivik's testimony was delayed after a citizen judge
was dismissed for his comments online the day after
the attack that Breivik deserves the death penalty.
Lawyers on all sides had requested that lay judge
Thomas Indreboe be taken off the trial. He was replaced by backup lay judge Elisabeth
Wisloeff. Breivik is being tried by a panel of two professional
judges and three lay judges, local politicians who are
appointed for four-year terms and participate on an
equal basis as the judges in deciding guilt and
sentencing. The system is designed to let ordinary
people have a role in the Norwegian justice system, though the lead judge still runs the trial. As at the start of the trial on Monday, Breivik entered
the court smirking before flashing a clenched-fist
salute. Survivors of the massacre have worried he will use
his testimony as a platform to promote his extremist
views. The key issue for the court to decide is
whether Breivik is psychotic. Judge Wenche Elisabeth Arntzen repeatedly
interrupted Breivik asking him to keep his statement
short. "It is critically important that I can explain the reason
and the motive" for the massacre, Breivik said. According to Breivik, Western Europe was gradually
taken over by "Marxists and multiculturalists" after
World War II, because it didn't have "anti-communist"
leaders like U.S. Sen. Joseph McCarthy. The senator
dominated the early 1950s by his sensational but
unproved charges of Communist subversion in high government circles in the U.S. His probes gave rise to the term McCarthyism, which
describes the persecution of innocent persons on the
charge of being Communists. "But even McCarthy was too moderate," Breivik said. On Monday, Breivik rejected the authority of the court,
calling it a vehicle of the "multiculturalist" political
parties in power in Norway. He confessed to the
"acts" but pleaded not guilty. Even his lawyers concede his defense is unlikely to
succeed, and said the main thing for them was to
convince the court that Breivik is not insane. One psychiatric examination found him legally insane
while another reached the opposite conclusion. It is up
to the panel to decide whether to send him to prison
or compulsory psychiatric care. Breivik could face a maximum 21-year prison
sentence or an alternate custody arrangement that
would keep him locked up as long as he is considered
a menace to society.

Marlon Byrd has had Enough with the Negativity in Jackie Robinson Day Stories | Big League Stew



(AP)In addition to everyone donning the No. 42, it's
become somewhat of a Jackie Robinson Day tradition
to note the declining number of African-Americans in
the major leagues. USA Today took care of that on
Sunday by reporting that the percentage of black major leaguers on opening day rosters — 8.05
percent — was the lowest in over 60 years. The Chicago Sun-Times, meanwhile, identified Cubs
outfielder Marlon Byrd as the lone African-American
ballplayer on the roster of either Chicago baseball
team with a nonsensical "Black Hole" headline. It was a note that Byrd didn't appreciate and he used
his platform on Sunday to say that enough was
enough and that Jackie Robinson Day should be a day
for accentuating the positives and not the negative. From the Chicago Tribune : "If you want to take polls, then take polls asking how
many black lawyers do we have now, or how many
black judges or black doctors there are now," Byrd
said. "Just because we're black doesn't mean we
have to play sports. You can go through other
avenues. If the decrease (in baseball) is because they're going into academic fields, so be it. More
power to them." I'm actually really glad that Byrd spoke up because
I've felt the same way every time I see those
numbers rolled out each April. Could baseball stand to
get more African-American youth interested in the
game? Sure. But the game really needs to work
toward added interest from children ofanycolor in a culture that has been holding its NFL and NBA heroes
a little higher than those from Major League Baseball. (Also, as Byrd kind of gets at, there are plenty who
believe the unrealistic goal of becoming a
professional athlete bears too much weight in some
African-American communities. Shouldn't we be
worried about representation in careers that are
much more attainable? (Also, if 12 percent of the U.S. population is African- American, does it really qualify as an emergency if
they're represented in baseball at a number just a
few ticks lower?) That's not to say that the number of African-
Americans dropping from its apex of 27 percent in
1975 to today's numbers isn't worthy of further study
or finding a solution to bolster participation at all
levels. But it's also something that's worthy of more
than just an annual and opportunistic mention on the anniversary of baseball's most important date. So let's keep April 15 as a day not to single Byrd out,
but to remember that Jackie Robinson paved the way
for African-Americans like Ernie Banks and Frank
Thomas to become the faces of both Chicago
franchises after posting Hall of Fame careers. Let's celebrate the opportunity he gave to Matt Kemp
and Prince Fielder — two MVP candidates who signed
two of the offseason's biggest contracts — and that
the best pitcher in New York and one of the new
owners in Los Angeles are African-American. Let's note that guys like Curtis Granderson and Justin
Upton and Adam Jones have become not only great
players, but great role models for children from all
walks of life because Jackie had the courage to cross
the color barrier. Let's also remember Jackie Robinson the rest of the
year when we're trying to figure the rest of it out.

The Amazing Spider-Man irector Mark Webb Reveals how Andrew Garfield Won the Role | Movie Talk

will be swinging back into movie theaters this
summer with a new director at the helm — the
appropriately named Mark Webb ("(500) Days of Summer") — and a new leading man behind the
mask. But how did Andrew Garfield , a 28-year-old acclaimed dramatic actor from England best known
for "The Social Network," score the role of a teenager
from Queens who does whatever a spider can? I had the opportunity to speak to Mark Webb at
WonderCon in Anaheim, CA where he presented fans
with a look at unfinished footage from his Marvel
Comics' reboot. He revealed the odd, attention-
grabbing behavior from Garfield's audition that helped
secure him the title role. Plus, Webb discussed the immediate chemistry between Garfield and Emma Stone , who plays his love interest Gwen Stacy, and he explained why this new movie takes the character of
Peter Parker back to high school. [Photos: See the exclusive new poster for 'The Amazing Spider-Man' ] Matt McDaniel : For you, what was the moment when you just knew that Andrew was the right guy
to play Peter Parker? Mark Webb : We tested a lot of really talented, wonderful young actors. And there was a moment
when -- I mean this sounds ridiculous, but it's true.
We were doing a scene that's not in the movie, where
he was eating a cheeseburger and telling Gwen to
like calm down or to -- trying to put her at ease, while
he is eating food. And the way he ate this food -- it was such a dumb task -- such a dumb independent
activity that you give to an actor to do, and he did it —
[Laughs] -- I just felt like we were in a diner. We were
in the back of the soundstage and I felt like there's
something in the way he embodied and committed to
that really tiny minutia -- I just hadn't seen before. I can't explain exactly what I felt like it worked, but
that was it. And then beyond that, I just felt he was a new face.
That people didn't have a lot of baggage [with him].
And there was this — he sort of checked all the
boxes. And there was this humor that he had and that
he can do, and there was this emotional weight that
he can do, but there's also a physical capability that he can do. I think the moment was just watching that
over and over again. There was something just
compelling about his behavior, his physical behaviors
that I thought people would really react to. I think
that there's the language of the script, which is
words, often in dialogues. And then there's the behavior that those words have to emerge from. And
he's a master of understanding of what's going on
underneath the surface. MM : Was that chemistry between Andrew and Emma there from the very beginning? MW : Yeah, we screen tested them together, and she's very funny and really quick and snappy. I
remember the first time we screen tested them -- I
don't think they'd met before, really -- and he took a
minute for him to get back up to speed with her
because she was so funny. And then they really
brought out really great parts of the other's performance. Of course, it was there, and that's why
we cast that dynamic. It was really great to watch it
on screen. MM : The film takes Peter Parker back to high school. Why was that important, what is about the high
school setting that's important for the character? MW : There's an adolescent quality to a lot of the "Spider-Man" [comics] that I liked, that is really
important in terms of the DNA of the character. He's
like an imperfect guy. You know what I'm mean? He
is a kid, and he's always kind of making mistakes,
and he is not so sure about himself all the time. I felt
like the authentic place to start that was in high school. And I think there's something about the way
you feel about the world at that age that makes
things much more raw, and I thought that was really
fun to explore more cinematically. Director Mark Webb (Photo: Getty Images) MM : What reactions have you gotten from the fans to the trailers
and other footage you've released that have
surprised you? MW : I think initially there was a little bit of hesitation amongst the community because they didn't know
what we were doing. And when the materials —
when we have gone out and showed people the
materials, people have really started to warm up to
us, and I think that there's been — recently,
especially since the last trailer — there's been this real groundswell of support. And when they see
Andrew and Emma, there's something that feels new
and really special about it that's fun. I can't say it's totally surprising because when we
were shooting it, you could feel that we're doing
something that felt real and different and new and it
had its own identity and I think people are coming
around to that. MM : What's the trickiest element of Spider-Man's world from the comics to capture on screen? MW : To create something that's funny and whimsical, but also has real emotional stakes. That's the real
tricky part is to make it all feel grounded even though
he is doing something, even though he's swinging
through the streets and he can do things that no other
human can do. But still give him a hard time when
he's relating to his aunt or his girlfriend, and all those dumb little things that we all have to deal with when
you don't have that mask on. I think reconciling those
two universes was tricky, but I think that people
really react to it. 'The Amazing Spider-Man' theatrical standee art
(Photo: Columbia Pictures) MM : Was there a specific ground from the earlier movies that you did not want
to cover again? Things that you felt had already been
established, so you could go our own way? MW : I felt it was important to start to define the parts of Peter Parker that were new and different. I mean,
I think Peter Parker emerges from this orphan
environment. He's abandoned by his parents at a
very young age and that has an emotional
consequence that tracks for the rest of his life. I felt
like that was an important thing to hit on, and that emerges — it manifests itself, I think, in a surly,
sometimes punk-rock attitude, and that quippy, really
trickster-y behavior the Spider-Man takes on. Once he
puts on that mask, he can act out that wish, that
fantasy, and that's something that was important to
do. I just wanted the movie to function on its own, in its own right. You don't have to have seen those
other movies. It's very different. We just wanted to
create a universe that functions on its own. It doesn't
have too much to do with the other one. MM : And as a part of creating your own identity for your Spider-Man, was there a certain look or attitude
you were hoping to latch onto? MW : Well, Andrew went to Queens to sort of study how kids behave, act, dress, and he was very specific
about the choices he made in terms of costumes and
stuff. It was about trying to find how a kid acts these
days given the background that he has. Meaning, he
was abandoned as a child -- and irrespective of the
parents' motives, or the conditions that surrounded that -- you can't help but feel a little bummed out by
that. And cheated, and a little distrustful of the world. There is an attitude, but again that manifests itself [by
Peter being] an outsider by choice. He has a
skateboard. He can be a little bit surly, but there's a
goodness to him that is sometimes misguided and
sometimes not, but there's an attitude. But I think it's
really specific to this Peter Parker that you haven't seen before. MM : I would imagine on the personal level, the theme of "With great power comes with great responsibility"
really drives home when you're running this gigantic
studio film with so many expectations. MW : Sure, people quote that to you a lot. And you do feel as sense of responsibility, but I also wanted to
have fun. And create a world that was fun and lively,
but still honored some of the more tragic elements of
the movie, but still had whimsy and romance. That
was all really, really important to me, but, yeah, you
can't help but to feel a little bit of pressure. But if you start going down that road, it's sort of a slippery
slope.
